PAN ASIAN e-COMMERCE ALLIANCE reports developments of advance cargo information in the region

Thailand, 30 August 2013 – The 44th Pan Asian e-Commerce Alliance (“PAA”) Steering Committee meeting, hosted by CAT Telecom was held from 29th to 30th August 2013 in Pattaya, Thailand.

Mr. Surapon Sa-nguan-silp, Senior Excecutive Vice President of Product Development Group, CAT Telecom Public Company Limited expressed warm welcome to PAA members from 11 member economies, ‘As one of its members, we realize that PAA provides an excellent platform for collaborations. As such, it comes as no surprise that the Alliance has increasingly gained recognition from the industry and international organizations.’

PAA Chairperson, Ms Joyce Lien in her speech also highlighted that ‘the strong infrastructure established by PAA such as the PKI Mutual Recognition Framework and the legal framework as well as the successful cross border transaction cases conducted through PAA network attract a lot of attention from external parties.’  PAA’s collaboration with UN ESCAP on implementing strategies for cross border paperless trade was also discussed. The meeting welcomed the contribution of ESCAP in implementing ESCAP Resolution 68/3 on development of a regional agreement on cross border paperless trade facilitation, in particular the public and private partnership in cross border data and e-document exchange.

Several exciting new initiatives in regards to cross border paperless trading have been reported by members. One of the important initiatives is the new Advanced Filing Rule established by Japanese Customs, entering into operational test in November, 2013; PAA members support the initiative as service providers.  Also new initiative of PAA eMarketplace was reported by the Working Group to the Steering Committee. This new project is expected to help exporters and importers in the region for more effective business matching and cross border trade. In addition, Association of Electronic Trading Platforms (“AETP”) of Russia which is a company dealing with electronic trade and procurement systems also participated in this PAA meeting to share with the members the development of e-Commerce in Russia.

The 45th PAA Steering Committee Meeting will be held in Makati, Philippines on 5th to 6th December 2013.
