MOEACA is a “Certificates Authority”, named by Electronic Signature Act, issues certificates to business entities (including companies, franchises and proprietors) in Taiwan. As a foundation to the eGov plan, Certification Authority (CA) is formed by Ministry of Economic Affairs (MOEA), ROC.

MOEACA is the level 1 subordinate CA in Government Public Key Infrastructure (GPKI).Issuing certificate for domestic business group adhere to GPKI Certificate Policy (CP)—Level 3 subordinate CA.

MOEACA has been appraised by ISO 27001:2005 in October 26th, 2006. Since August 7th, 2003, MOEACA has responsible for issuing certificate as an identification for online services for domestics business groups. The IC Card has been issued 57,823 in February 15th, 2008.

Objectives of MOEACA

  • Issue certificates as a reliable identity for electronic transactions.
  • Promote eGov related applications to control costs associated with authentication between government agencies and business entities.

  • AUTHORIZED BY MOEA
    MOEACA is the only business authentication center formed by MOEA. MOEA as the authority for all Taiwan business entities provides the most up-to-date information.
  • CERTIFIED OPERATING PROCESS
    MOEACA has been appraised by ISO 27001:2005 in 2006. MOEACA is responsible for issuing certificate as the identification for online services for domestic business groups since 2003.
